Position: HSE Engineer (bachelor’s in industrial safety / civil engineering)
Job description
• Advise on the prevention of injury to personnel, damage to plant and equipment, and further improvements in the existing working methods,
• Implementation of Health, Safety, and Environmental policy and those related to the clients, customers and local authority (Dubai Municipality),
• Suitability from a safety viewpoint of new and hired plant and equipment and validity of all appropriate test and calibration certificates,
• Ensure that all safety equipment and personal protective equipment is appropriate for use and compiles with the relevant standards,
• Carry out survey and inspections on a regular basis in association with site supervisors to ensure that safe working practices are in operation,
• Conduct safety inspections on site as per procedure and provide recommendations and information to management,
• Ensure the observed safety violations at site are immediately corrected and the employees responsible for the violation are educated and supervisors cautioned and instructed on the proper method of work,
• Provide training to all levels of employees to promote awareness of injury, fatality, and occupational disease prevention and damage control,
• Compile, maintain, and report on the safety performance of subcontractors and vendors,
• Conduct joint safety inspections with the subcontractors’ representatives within their area of responsibility and assist them in providing on the job safety training (toolbox talks) for their employees,
• Implementation of emergency plans (and update the plans at regular intervals) with respect to different emergency situations like accidents, fire, earthquake etc. (Emergency Preparedness),
• Liaise with the site engineering team to ensure that all work is planned and performed safely,
• Liaise with medical staff in the event of accidents and complete the accident or incident investigation report. Assist in conducting accident investigations (Incident Investigation),
• Ensure all government/municipal regulations concerning safety, environment and health are implemented (Safety Audit),
• Promote a culture of broad safety awareness at sites by talking to employees and listening to their concerns with respect to safety,
• Check and ensure first aid facilities made available at sites are adequate,
• Ensure sufficient PPE is available in store,
• Assessment for all work activities with respect to possible hazards and risks and suggest practical solutions (Job Hazard Analysis),
• Prepare monthly statistic reports of all sites for management review,
• Ensure welfare facilities for workers at site adhere to legal requirements (such as rest area, canteen, drinking water and toilet facilities),
• Check whether gas cylinders storage done properly where applicable,
• Prevent heat-related illness (Heat-stress management),
• Develop procedures for the proper disposal of waste (Waste Management),
• Oversee safety for weather, traffic, electric, machine guarding, lockout/tagout, and safety signage.
