Job Description for Assets Management Officer

Functional Role:

1-      Participates in the implementation of applicable policies and procedures and ensures that the facilities comply with asset management policies and procedures in relation to movable assets. Ensures effective control of assets and efficient use and protection of assets.

2-      Manages, operates, conducts periodic reconciliations, and run reports for assets condition through the integrated electronic assets system in coordination with ICT & Smart Services Division and Financial Management Division to manage assets database.

3-      Manages assets survey, tagging and annual physical count.

4-      Maintains and updates the movable assets procedures manual and distributing it to the concerned stakeholders.

5-      Tracks and controls the movement of assets, their inventory, their replacement and disposal in the event of their depreciation.

6-      Maintains and updates the movable assets registry through the Assets Management System.

7-      Ensures that all forms for the Assets Transactions (Addition, Transfer, and Retirement) are completed then updates the assets’ data in the Tracking System.

8-      Prepares comprehensive reports on assets including financial and operational information.

9-      Manages the requests of facilities daily and taking appropriate measures regarding adding, transferring, relocation, and disposing assets to ensure effective control of assets and efficiency in their exploitation and protection.

10-   Conducts routine and non-routine field visits to inspect assets to support in assessing the quality of assets to determine if an asset should be retained, replaced, or disposed of, and take appropriate decisions.

11-   Reviews the quality of all services and products provided via price agreements and purchase orders to ensure that they meet the required specifications and needs in accordance with the terms and conditions.

12-   Compares the fixed assets register reports that have been inventoried physically on the site with the electronic system reports to ensure the completeness and conformity of their data and taking the necessary measures to achieve this, including coordination with all concerned stakeholders.

13-   Provides feedback on the functionality of the asset management database. Identify opportunities to enhance the database and communicate such proposals with the team.

14-   Performs other duties as requested by the Section Manager.

Supervisory Role:

*      Strategic Planning

*    Provides input into developing the section’s plan and objectives.

*      Budget Management

*    Provides inputs for preparation of section budget for further endorsement by the Division Director.

*      Performance Management

*    Responsible for achieving objectives and goals of the unit and supporting colleagues / subordinates to achieve the same.

*      Knowledge Management and Innovation

Contributes to innovation and knowledge sharing to drive continuous improvement and performance within the unit.

Organizational Role:

*      Governance

*    Ensures adherence and execution of the unit's policies and procedures.

*    Ensures compliance of the unit to the guidelines defined by the risk management and quality management guidelines.

*    Participates and provides inputs in the periodic audit of the established policies and procedures to ensure compliance. 

*      Management Reporting

*    Contributes to the development of the periodic reports, as requested by Section Head / Division Director.

*    Proposes and recommends remedial activities to manage any quality or non-compliance issues that arise during the review of unit’s performance.

*      Change Management

*    Manages the execution of the change management activities in the unit including all stakeholder communications as per the approved communication plan, as required.

*      Technology Management

*    Contributes to defining of the technology-related needs of the unit, including SMART services and system, to drive automation within the direct line of work.

*      Personal Development

*    Proactively identify and seek professional development opportunities to improve leadership and technical skills pertaining to the direct line of work.

 

*** The Candidate must have at least 3-5 years in a relevant Asset Management field, preferably the education sector.

*** The candidate must have bachelor’s degree in relevant field (Engineering, Finance, Business Administration, Facilities Management, etc.)
